2. Foreign travel can be undertaken to participate in specialized/professional training organized under the Management and Development Budget based on Memorandum of Understanding (MoU) signed between the government and various foreign training institutions/universities.

4. Officials with technical knowledge, including relevant officials, may travel abroad for the purpose of inspecting the quality of services/products funded by the supplier/contractor/consultant.
