রোহিঙ্গা। মিয়ানমারের রাখাইন রাজ্যে বাস করলেও দেশটিতে তাদের কোনো নাগরিকত্ব নেই।
সাম্প্রতিক সময়ে দেশটির সামরিক বাহিনীর হাতে নির্যাতিত এবং পরবর্তীতে দেশ ছেড়ে পালিয়ে বাংলাদেশসহ পার্শ্ববর্তী দেশে আশ্রয় নেওয়ার ঘটনায় বর্তমানে বিশ্বের অন্যতম আলোচিত বিষয় রোহিঙ্গা সংকট। মিয়ানমার তাদের স্বীকৃতি না দেওয়ায় এখনও প্রশ্ন থেকে যায় কারা এই রোহিঙ্গা কিংবা তাদের শিকড় কোথায়?

উইকিপিডিয়া বলছে, রোহিঙ্গা আদিবাসী জনগোষ্ঠী পশ্চিম মায়ানমারের রাখাইন রাজ্যের একটি উলেখযোগ্য নৃতাত্ত্বিক জনগোষ্ঠী। যাদের বেশির ভাগেরই ধর্ম ইসলাম। এছাড়া অল্প কিছু সংখ্যাক হিন্দু সম্প্রদায়ের মানুষও রয়েছে। রোহিঙ্গাদের আলাদা ভাষা থাকলেও তা অলিখিত। মায়ানমারের আকিয়াব, রেথেডাং, বুথিডাং, মংডু, কিয়কতাও, মাম্ব্রা, পাত্তরকিল্লা, কাইউকপাইউ, পুন্যাগুন ও পাউকতাউ এলাকায় এদের নিরঙ্কুশ বাস। এছাড়া মিনবিয়া, মাইবন ও আন এলাকায় মিশ্রভাবে বসবাস করে থাকে।

প্রায় এক মিলিয়ন (১০ লক্ষ) রোহিঙ্গার বসবাস মায়ানমারে। ২০১৭ সালের সেপ্টেম্বর পর্যন্ত যাদের অর্ধেক পার্শ্ববর্তী দেশে পালিয়ে গেছে। যারা বিভিন্ন সময় বার্মা সরকারের নির্যাতনের কারণে দেশ ত্যাগ করতে বাধ্য হয়। জাতিসংঘের তথ্য মতে, রোহিঙ্গারা বর্তমান বিশ্বের সবচেয়ে নির্যাতিত ও রাষ্ট্রবিহীন জনগোষ্ঠী।

রোহিঙ্গা কারা?
বর্তমান মিয়ানমারের “রোসাং” এর অপভ্রংশ “রোহাং” (আরাকানের মধ্যযুগীয় নাম) এলাকায় এ জনগোষ্ঠীর বসবাস। আরাকানের প্রাচীন নাম রূহ্ম জনপদ। ইতিহাস ও ভূগোল বলছে, রাখাইন প্রদেশে পূর্ব ভারত হতে প্রায় খ্রিস্টপূর্ব ১৫০০ বছর পূর্বে অষ্ট্রিক জাতির একটি শাখা “কুরুখ” (Kurukh) নৃগোষ্ঠী প্রথম বসতি স্থাপন করে, ক্রমান্বয়ে বাঙালি হিন্দু (পরব্রতীকালে ধর্মান্তরিত মুসলিম), পার্সিয়ান, তুর্কি, মোগল, আরবীয় ও পাঠানরা বঙ্গোপসাগরের উপকূল বরাবর বসতি স্থাপন করেছে। এ সকল নৃগোষ্ঠীর শংকরজাত জনগোষ্ঠী হলো এই রোহিঙ্গা। বস্তুত রোহিঙ্গারা হল আরাকানের বা রাখাইনের একমাত্র ভূমিপুত্র জাতি। তাদের কথ্য ভাষায় চট্টগ্রামের স্থানীয় উচ্চারণের প্রভাব রয়েছে। উর্দু, হিন্দি, আরবি শব্দও রয়েছে।

পক্ষান্তরে ১০৪৪ খ্রিস্টাব্দে আরাকান রাজ্য দখলদার কট্টর বৌদ্ধ বর্মী রাজা “আনাওহতা” (Anawahta) মগদের বারমা থেকে দক্ষিণাঞ্চলে রোহিংগাদের বিতাড়িত করে বৌদ্ধ বসতি স্থাপন করেন। রাখাইনে দুটি সম্প্রদায়ের বসবাস দক্ষিণে বার্মার বংশোদ্ভুত ‘মগ’ ও উত্তরে ভারতীয় বংশোদ্ভুত ‘রোহিঙ্গা’। মগরা বৌদ্ধ ধর্মাবলম্বী। দস্যুবৃত্তির কারণেই এমন নাম হয়েছে ‘মগ’দের। এক সময় তাদের দৌরাত্ম্য ঢাকা পর্যন্ত পৌঁছেছিল। মোগলরা তাদের তাড়া করে জঙ্গলে ফেরত পাঠায়।

অষ্টম শতাব্দীতে আরবদের আগমনের মধ্য দিয়ে আরাকানে মুসলমানদের বসবাস শুরু হয়। এই অঞ্চলের বসবাসরত মুসলিম জনগোষ্ঠিই পরবর্তীকালে রোহিঙ্গা নামে পরিচিতি লাভ করে।

নবম-দশম শতাব্দীতে আরাকান রাজ্য ‘রোহান’ কিংবা ‘রোহাঙ’ নামে পরিচিত ছিল, সেই অঞ্চলের অধিবাসী হিসেবেই ‘রোহিঙ্গা’ শব্দের উদ্ভব। ঠিক কবে থেকে এই শব্দ ব্যবহৃত হয়ে আসছে, তার সঠিক কোন সময় জানা যায়নি।

রোহিঙ্গাদের সম্পর্কে একটি প্রচলিত মতবাদ, সপ্তম শতাব্দীতে বঙ্গোপসাগরে ডুবে যাওয়া একটি জাহাজ থেকে বেঁচে যাওয়া লোকজন উপকূলে আশ্রয় নিয়ে বলেন, আল্লাহর রহমতে বেঁচে গেছি। এই রহমত থেকেই এসেছে ‘রোহিঙ্গা’ শব্দটি।

তবে, মধ্যযুগে ওখানকার রাজসভার বাংলা সাহিত্যের লেখকরা ওই রাজ্যকে রোসাং বা রোসাঙ্গ রাজ্য হিসাবে উল্লেখ করেছেন। রোসাঙ্গ রাজ্যের রাজভাষা ফার্সী ভাষার সাথে বাংলা ভাষাও রাজসভায় সমাদৃত ছিল।

ইতিহাস এটা জানায় যে, ১৪৩০ থেকে ১৭৮৪ সাল পর্যন্ত ২২ হাজার বর্গমাইল আয়তনের রোহাঙ্গা স্বাধীন রাজ্য ছিল। মিয়ানমারের রাজা বোদাওফায়া এ রাজ্য দখল করার পর চরম বৌদ্ধ আধিপত্য শুরু হয়।

এক সময়ে ব্রিটিশদের দখলে আসে এ ভূখণ্ড। তখন বড় ধরনের ভুল করে তারা এবং এটা ইচ্ছাকৃত কিনা, সে প্রশ্ন জ্বলন্ত। তারা মিয়ানমারের ১৩৯টি জাতিগোষ্ঠীর তালিকা প্রস্তুত করে। কিন্তু তার মধ্যে রোহিঙ্গাদের নাম অন্তর্ভুক্ত ছিল না। এ ধরনের বহু ভূল করে গেছে ব্রিটিশ শাসকরা।

১৯৪৮ সালের ৪ জানুয়ারি মিয়ানমার স্বাধীনতা অর্জন করে এবং বহুদলীয় গণতন্ত্রের পথে যাত্রা শুরু হয়। সে সময়ে পার্লামেন্টে রোহিঙ্গাদের প্রতিনিধিত্ব ছিল। এ জনগোষ্ঠীর কয়েকজন পদস্থ সরকারি দায়িত্বও পালন করেন। কিন্তু ১৯৬২ সালে জেনারেল নে উইন সামরিক অভ্যুত্থান ঘটিয়ে রাষ্ট্রক্ষমতা দখল করলে মিয়ানমারের যাত্রাপথ ভিন্ন খাতে প্রবাহিত হতে শুরু করে। রোহিঙ্গাদের জন্য শুরু হয় দুর্ভোগের নতুন অধ্যায়। সামরিক জান্তা তাদের বিদেশি হিসেবে চিহ্নিত করে। তাদের নাগরিক অধিকার থেকে বঞ্চিত করা হয়। ভোটাধিকার কেড়ে নেওয়া হয়। ধর্মীয়ভাবেও অত্যাচার করা হতে থাকে। নামাজ আদায়ে বাধা দেওয়া হয়। হত্যা-ধর্ষণ হয়ে পড়ে নিয়মিত ঘটনা। সম্পত্তি জোর করে কেড়ে নেওয়া হয়। বাধ্যতামূলক শ্রমে নিয়োজিত করা হতে থাকে। তাদের শিক্ষা-স্বাস্থ্যসেবার সুযোগ নেই। বিয়ে করার অনুমতি নেই। সন্তান হলে নিবন্ধন নেই। জাতিগত পরিচয় প্রকাশ করতে দেওয়া হয় না। সংখ্যা যাতে না বাড়ে, সে জন্য আরোপিত হয় একের পর এক বিধিনিষেধ।
