ফরিদপুরের সালথা উপজেলায় নছিমনের সঙ্গে মুখোমুখি সংঘর্ষে জিহাদ মোল্যা (২০) নামে এক মোটরসাইকেল চালক নিহত হয়েছেন।

আহত হয়েছেন অন্তত আরও দুই জন। আহতরা হলেন- সোহেল শেখ (১৬) ও বন্যা আক্তার (১৪)। তারা ফরিদপুর বঙ্গবন্ধু শেখ মুজিব মেডিকেল কলেজ হাসপাতালে ভর্তি আছেন।
বুধবার (২৩ নভেম্বর) উপজেলার গট্টি ইউনিয়নের ফরিদপুর-সালথা সড়কের কসবাগট্টি চেয়ারম্যান বাড়ি মোড়ে এ ঘটনা ঘটে। জিহাদ ফরিদপুর সদরের কৈজুরী ইউনিয়নের ঘোড়াদহ গ্রামের কাইয়ুম মোল্যার ছেলে।

পুলিশ ও স্থানীয়রা জানান, মোটরসাইকেলে করে জিহাদ, সোহেল ও বন্য প্রধান সড়কের পূর্ব দিক থেকে আসছিলেন। পথে চেয়ারম্যান বাড়ি মোড় এলাকায় নছিমনের সঙ্গে মুখোমুখি সংঘর্ষ হয়। পরে আহতদের উদ্ধার করে বঙ্গবন্ধু শেখ মুজিব মেডিকেল কলেজ হাসপাতালে ভর্তি করা হয়। এদের মধ্যে জিহাদ মোল্যা মারা যান। বাকিদের অবস্থাও আশঙ্কাজনক।

ঘটনার সত্যতা নিশ্চিত করে সালথা থানার ভারপ্রাপ্ত কর্মকর্তা (ওসি) মো. শেখ সাদিক গণমাধ্যম কে বলেন, ঘাতক নছিমনচালককে আটক করা সম্ভব হয়নি। এ বিষয়ে আইনগত ব্যবস্থা প্রক্রিয়াধীন।

নেত্রকোণায় আমন ধানের বাম্পার ফলন হওয়ায় এবং দাম ভাল পাওয়ায় কৃষকের মুখে হাসির ঝিলিক দেখা দিয়েছে।
নেত্রকোণা মূলত খাদ্যে স্বয়ংসম্পূর্ণ ও ধান উদ্বৃত্ত জেলা। জেলার বিভিন্ন এলাকা ঘুরে দেখা গেছে, আমন ধানের সোনালী শীষে ভরে গেছে কৃষকের খেত। বাতাসে দোল খাচ্ছে সোনালী ধানের শীষ। নতুন ধানের মৌ মৌ গন্ধে চারদিক মুখরিত। কৃষাণ কৃষাণীরা ধান কাটা, মাড়াই, সিদ্ধ দেয়া, শুকানো ও গোলায় তুলতে ব্যস্ত সময় পার করছে। ধান কাটা ও মাড়াই কাজে কৃষকের পাশাপাশি ব্যস্ততা বেড়েছে দিন মজুরদেরও।
কৃষকদের সঙ্গে কথা বলে জানা যায়, চলতি আমন মৌসুমের শুরুতে অনাবৃষ্টি ও খরার কারণে আমন চারা লাগাতে দেরি হলেও পরবর্তী সময়ে আবহাওয়া অনুকূলে থাকায় বাম্পার ফলন হয়েছে।
সংসারের সারা বছরের খোরাকী, গরুর খাদ্য হিসেবে খড়ের চাহিদা পূরণ ও ধানের দাম ভালো পাওয়ায় চাষীদের মুখে হাসির ঝিলিক দেখা দিয়েছে।
নেত্রকোণা সদরের রাজেন্দ্রপুর গ্রামের কৃষক বাচ্চু মিয়া জানান, আমন ধান কাটার ধুম পড়েছে। এবার ধানের ফলন ভালো হওয়ায় এবং বাড়ীতেই দাম বেশী পাওয়ায় আমরা আনন্দিত।
কেন্দুয়া উপজেলার দুল্লী গ্রামের কৃষক আবুল মিয়া জানান, আমি এবার ২০ কাটা জমিতে ধান চাষ করেছি। প্রতি কাঠায় ৫ মনের বেশী করে ফলন পেয়েছি। প্রতি মন ধান ১২৫০ থেকে ১৩০০ টাকায় বিক্রি করতে পারছি। এতে আমরা খুশি।
আরো কয়েক জন কৃষকের সাথে কথা বললে তারা ক্ষোভ প্রকাশ করে বলেন, সার ডিজেলের কীটনাশকের দাম বাড়ার পাশাপাশি নিত্য প্রয়োজনীয় সব জিনিসের দাম যে ভাবে বাড়ছে, তাতে কৃষকদের নাভিশ্বাস উঠেছে। সরকার যদি কৃষকদের কাছ থেকে সরাসরি ১৫০০ টাকা মন দরে ধান কিনত, তাহলে কৃষকরা আরো বেশী করে ধান চাষে আগ্রহী হয়ে উঠতো।
স্থানীয় কৃষি কর্মকর্তারা জানান, যারা আগাম জাতের আমন ধান লাগিয়েছিল, তারা প্রায় ১৫/২০ দিন আগেই তাদের ধান কেটে পেলেছে। তারা ওই জমিতে বাড়তি ফসল হিসাবে সরিষা চাষ, আলু, বেগুনসহ শীতকালীন সবজি আবাদ করতে পারবে। যা পরবর্তী সময়ে বোরো ধান চাষের অর্থের জোগান দিবে। কৃষকরা দিন দিন স্বল্পকালীন সময়ে আগাম জাতের আমন ধান চাষে আগ্রহী হয়ে উঠছে।
নেত্রকোণা কৃষি সম্প্রসারণ অধিদপ্তর সূত্রে জানা গেছে, চলতি আমন মৌসুমে ১ লাখ ৩২ হাজার ৫ শত ৮০ হেক্টর জমিতে ধান চাষের লক্ষ্যমাত্রা নির্ধারণ করা হলেও শেষ পর্যন্ত আবাদ হয়েছে ১ লক্ষ ৩৩
হাজার ৭৫ হেক্টর জমি। চাল উ পাদনের লক্ষ্যমাত্রা নির্ধারণ করা হয় ৩ লাখ ৬২ হাজার ৫ শত ৯৬ মেট্রিক টন।
নেত্রকোণা কৃষি সম্প্রসারণ অধিদপ্তরের উপ-পরিচালক কৃষিবিদ মোহাম্মদ নুরুজ্জামান বলেন, জেলায় আমন ধানের উ পাদন ভালো হয়েছে। আগাম জাতের ধান কেটে একই জমিতে সরিষা, আলুও শাক সবজি চাষ করায় কৃষকদের জন্য আর্শিবাদ বয়ে নিয়ে আসবে। আবার সরিষা ও শাক-সবজির আবাদ ঘরে উঠিয়ে একই জমিতে ইরি-বোরো ধানের আবাদ করা যাবে। এ পর্যন্ত ৩০ ভাগ জমির ধান কাটা সম্পন্ন হয়েছে।

এখন থেকে কোনো ব্যাংক বা আর্থিক প্রতিষ্ঠান ঋণ আদায়ের জন্য কোনো ব্যক্তির বিরুদ্ধে চেক ডিজঅনার মামলা করতে পারবে না বলে রায় দিয়েছেন হাইকোর্ট।

ব্যাংক বা আর্থিক প্রতিষ্ঠান ঋণ আদায়ের জন্য শুধু ২০০৩ সালের অর্থঋণ আইনের বর্ণিত উপায়ে অর্থঋণ আদালতে মামলা করতে পারবে। পাশাপাশি বর্তমানে আদালতে চলমান ব্যাংক বা আর্থিক প্রতিষ্ঠানের দায়ের করা সব চেক ডিজঅনার মামলার কার্যক্রম বন্ধ থাকবে বলে রায়ে বলা হয়েছে।

ঋণ আদায়ের জন্য এক ব্যক্তির বিরুদ্ধে ব্র্যাক ব্যাংকের চেক ডিজঅনার মামলা বাতিল করে বুধবার বিচারপতি মো. আশরাফুল কামালের একক হাইকোর্ট বেঞ্চ এ রায় দেন।

রায়ে আদালত বলেন, ব্যাংকঋণের বিপরীতে যে চেক নিচ্ছে সেটি জামানত। এটি বিনিময়যোগ্য দলিল নয়। জামানত হিসেবে রাখা সেই চেক দিয়ে চেক ডিজঅনার মামলা করা যাবে না।

আদালত বলেন, ব্যাংক বা আর্থিক প্রতিষ্ঠান থেকে ঋণ একটি চুক্তির মাধ্যমে নেওয়া হয়ে থাকে। ব্যাংকের কিছু দুর্নীতিবাজ, অসাধু কর্মকর্তা নিজেদের স্বার্থে, তাদের গোপন এজেন্ডা বাস্তবায়নে চেকের অপব্যবহার করে মামলা করে থাকে। তাদের ব্যবহার দাদন ব্যবসায়ীদের মতো।

আদালত বলেন, ঋণের বিপরীতে ব্ল্যাংক চেক নেওয়াটাই বেআইনি। ব্যাংক ও আর্থিক প্রতিষ্ঠানগুলো দীর্ঘদিন ধরে এই বেআইনি কাজ করে আসছে। রায়ে হাইকোর্ট নিম্নআদালতের প্রতি নির্দেশনা দিয়ে বলেন, আজ থেকে কোনো ব্যাংক বা আর্থিক প্রতিষ্ঠান যদি চেক ডিজঅনার মামলা করে তা হলে আদালত তা সরাসরি খারিজ করে দেবেন। একই সঙ্গে তাদের ঋণ আদায়ের জন্য অর্থঋণ আদালতে পাঠিয়ে দেবেন।

সাতসকালে ঢাকা বিশ্ববিদ্যালয়ের (ঢাবি) জগন্নাথ হলের ছাদ থেকে পড়ে প্রাণ হারান লিমন কুমার রয় (২০) নামে একজন শিক্ষার্থী।

আজ বুধবার (২৩ নভেম্বর) সকালে জগন্নাথ হলের সন্তোষ চন্দ্র ভট্টাচার্য নামে দশ তলা ভবনের ছাদ থেকে পড়ে তার মৃত্যু হয়।

লিমন রয় ঢাবির আইইআর (ইনস্টিটিউট অব এডুকেশন অ্যান্ড রিসার্চ) বিভাগের ছাত্র ছিলেন। তিনি সন্তোষ চন্দ্র ভট্টাচার্য ভবনের চার তলায় থাকতেন। তার গ্রামের বাড়ি উত্তরবঙ্গে।

ঢাকা মেডিকেল কলেজ হাসপাতালের পুলিশ ক্যাম্পের ইনচার্জ পরিদর্শক বাচ্চু মিয়া বলেন, ঢাকা বিশ্ববিদ্যালয়ের জগন্নাথ হলের ১০ তলার ছাদ থেকে পড়ে বিশ্ববিদ্যালয়ের এক ছাত্র গুরুতর আহত হয়। দ্রুত উদ্ধার করে ঢাকা মেডিকেলে নিয়ে গেলে কর্তব্যরত চিকিৎসক তাকে মৃত ঘোষণা করেন।

লিমন কীভাবে ছাদ থেকে পড়ে গেছে তা প্রাথমিক জানা যায়নি বলে দাবি করেন এই পুলিশ সদস্য।

এদিকে লিমনের মৃত্যুর খবর শুনে হাসপাতালে ছুটে যান তার সহপাঠী ও হলের শিক্ষার্থীরা। জগন্নাথ হলের প্রভোস্টও হাসপাতালে গেছেন বলে জানা যায়।

বঙ্গোপসাগরে সৃষ্টি হওয়া নিম্নচাপটি দুর্বল হয়ে বর্তমানে লঘুচাপে আকারে অবস্থান করছে। ফলে তাপমাত্রা কমার আভাস রয়েছে।

আবহাওয়াবিদ মো. ওমর ফারুক জানান, দক্ষিণপশ্চিম বঙ্গোপসাগর ও তৎসংলগ্ন পশ্চিমমধ্য বঙ্গোপসাগর এলাকায় অবস্থানরত নিম্নচাপটি পশ্চিম-উত্তরপশ্চিম দিকে অগ্রসর ও দুর্বল হয়ে সুস্পষ্ট লঘুচাপ এবং পরে লঘুচাপ আকারে পশ্চিমমধ্য বঙ্গোপসাগর এবং তৎসংলগ্ন অন্ধ্র উপকূল ও তামিলনাড়ু এলাকায় অবস্থান করছে। উপমহাদেশীয় উচ্চচাপ বলয়ের বর্ধিতাংশ অবস্থান করছে বিহার ও এর পার্শ্ববর্তী এলাকায়।

এ অবস্থায় বৃহস্পতিবার (২৪ নভেম্বর) সকাল পর্যন্ত সারাদেশের আবহাওয়া শুষ্ক থাকতে পারে। ভোরের দিকে দেশের কোথাও কোথাও হালকা কুয়াশা পড়বে।

এছাড়া সারাদেশে রাতের তাপমাত্রা সামান্য হ্রাস পেতে পারে এবং দিনের তাপমাত্রা প্রায় অপরিবর্তিত থাকবে। ঢাকায় উত্তর/উত্তর-পশ্চিম দিক থেকে ঘণ্টায় বাতাসের গতিবেগ থাকবে ০৮-১৫ কিলোমিটার। আগামী তিনদিনে আবহাওয়ার উল্লেখযোগ্য পরিবর্তনের সম্ভাবনা নেই।

বুধবার বেলা ১১টা থেকে আগের ২৪ ঘণ্টায় দেশে সর্বনিম্ন তাপমাত্রা রেকর্ড করা হয় তেঁতুলিয়ায়, ১২ দশমিক ৪ ডিগ্রি সেলসিয়াস। সর্বোচ্চ তাপমাত্রা রেকর্ড করা হয়েছে কুতুবদিয়ায়, ৩২ ডিগ্রি সেলসিয়াস। ঢাকার সর্বনিম্ন তাপমাত্রা ছিল এ সময়ে ২০ দশমিক ১ ডিগ্রি সেলসিয়াস ও সর্বোচ্চ তাপমাত্রা ছিল ২৮ দশমিক ৯ ডিগ্রি সেলসিয়াস।
