বিশ্ববিদ্যালয় মঞ্জুরি কমিশন বা ইউজিসি দেশের উচ্চশিক্ষা দেখভালের দায়িত্বে থাকলেও সংস্থাটির হাতে বিচারিক ক্ষমতা অর্থাৎ শাস্তি দেওয়ার ক্ষমতা নেই বললেই চলে। তাই বৃহস্পতিবার সন্ধ্যায় রাষ্ট্রপতির সঙ্গে দেখা করে আইনগত ক্ষমতা ও কর্তৃত্ব বাড়ানোর জন্য সুপারিশ করেছে ইউজিসির চেয়ারম্যান ও সদস্যরা। বর্তমানে ইউজিসি সরকারি ও বেসরকারি বিশ্ববিদ্যালয়গুলোতে অনিয়ম তদন্ত করা ও তাদের কার্যক্রমের তদারকি করতে পারে। অবস্থার আলোকে তারা শিক্ষা মন্ত্রণালয়ের কাছে সুপারিশ করে এবং সে আলোকে সিদ্ধান্ত নেওয়া না নেওয়ার এখতিয়ার শিক্ষা মন্ত্রণালয়ের। অর্থাৎ ইউজিসির ভূমিকা আমরা দেখছি অনেকটা ঢাল-তলোয়ারবিহীন নিধিরাম সর্দারের মতো।

প্রথম কথা হলো, ইউজিসি কেন বিচারিক ক্ষমতা চায়। যদি এমন হয়, কোনো বিষয়ে সুপারিশ করার পরও শিক্ষা মন্ত্রণালয় সেভাবে ব্যবস্থা নিচ্ছে না, সেখানে ইউজিসির হাতে থাকলেও সংস্থাটি সে ব্যবস্থা নিতে পারবে কিনা। কোনো বিশ্ববিদ্যালয়ের বিরুদ্ধে শিক্ষা মন্ত্রণালয় ব্যবস্থা নিতে না পারলে ইউজিসিও যে তার বিরুদ্ধে ব্যবস্থা নিতে পারবে- এমনটি ভাবার কারণ নেই। দেশের পাবলিক বিশ্ববিদ্যালয়ের প্রশাসনে যারা রয়েছে স্বাভাবিকভাবেই তারা ক্ষমতাবান এবং সাধারণত তারা ক্ষমতাসীনদের ঘনিষ্ঠ হয়ে থাকে। ফলে সেখানে অনেকক্ষেত্রে ইউজিসি কিংবা শিক্ষা মন্ত্রণালয় অসহায়। এমনকি বেসরকারি বিশ্ববিদ্যালয়ও প্রতিষ্ঠার সঙ্গে যারা জড়িত তারাও কম শক্তিশালী নয়। ফলে সেখানেও সবসময় ব্যবস্থা নিতে দেখা যায়নি। 

বেসরকারি বিশ্ববিদ্যালয় আইনে একটি বিশ্ববিদ্যালয় প্রতিষ্ঠার সর্বোচ্চ ১২ বছরের মধ্যে স্থায়ী ক্যাম্পাসে যাওয়ার বাধ্যবাধকতা রয়েছে। কিন্তু আমরা দেখছি, প্রতিষ্ঠার ২০-২৫ বছর পেরিয়ে গেলেও অনেক বেসরকারি বিশ্ববিদ্যালয় এখনও স্থায়ী ক্যাম্পাসে যায়নি। স্থায়ী ক্যাম্পাসে যাওয়ার জন্য তাদের ইউজিসির পক্ষ থেকে বারবার নোটিশ দেওয়ার পরও অনেকেই তা বাস্তবায়ন করেনি। অনেকেই আবার দূরে নামকাওয়াস্তে ক্যাম্পাস বানিয়ে রাজধানীতেই শিক্ষা কার্যক্রম চালিয়ে যাচ্ছে। ইউজিসির পক্ষ থেকে হয় স্থায়ী ক্যাম্পাস, না হয় শিক্ষার্থী ভর্তি বন্ধ- এমন বার্তা দেওয়ার পরও নিয়ম মানছে না অনেকেই। এরপরও কিন্তু তাদের শিক্ষা কার্যক্রম দিব্যি চলছে। এখনও অন্তত একডজন বিশ্ববিদ্যালয় স্থায়ী ক্যাম্পাসে যায়নি। ইউজিসি বা শিক্ষা মন্ত্রণালয়- কেউই এদের নিয়ন্তণে আনতে পারেনি।

সরকারি বা বেসরকারি বিশ্ববিদ্যালয়ে শিক্ষক-কর্মচারী নিয়োগে অনিয়ম, অতিরিক্ত ছাত্র ভর্তি, সনদ বাণিজ্য, আর্থিক অনিয়ম ঠেকাতে আইনি ব্যবস্থা অবশ্যই থাকা জরুরি। বিদ্যমান ব্যবস্থায় এর এখতিয়ার মূলত শিক্ষা মন্ত্রাণালয়ের হাতে। ইউজিসি কোনো বিষয়ে সুপারিশ করে মন্ত্রণালয়ে পাঠালে, দেখা যায়, সেখানে বিষয়টি আমলাতান্ত্রিক জটিলতায় পড়ে যায়। ফলে অনিয়ম থেকেই যাচ্ছে। সেদিক থেকে ইউজিসির হাতে ক্ষমতা থাকলে সংস্থাটি ত্বরিত যে কোনো সিদ্ধান্ত গ্রহণ করতে পারে। ইউজিসির জন্য এটি সহজ এ কারণে বিষয়টির তত্ত্বাবধানে সরাসরি সংস্থাটিই করেছে। কোনো বিষয়ে শিক্ষা মন্ত্রণালয়ের কাছে সিদ্ধান্তের সুপারিশ করলে তারা আবার তদন্তে গেলে অযথা সময় নষ্ট হবে।

শুক্রবার সমকালে প্রকাশিত প্রতিবেদন বলছে, কেবল বিচারিক ক্ষমতাই নয় উচ্চশিক্ষার মানোন্নয়নে উপাচার্য নিয়োগে নীতিমালা প্রণয়ন, বিশ্ববিদ্যালয়ে ভর্তির ক্ষেত্রে বয়স ও সময়ের বাধ্যবাধকতা শিথিল করা, অভ্যন্তরীণ র‌্যাঙ্কিং ব্যবস্থা চালু করাসহ ইউজিসি ১৭টি সুপারিশ করেছে। সময়ের আলোকে এগুলো নিঃসন্দেহে গুরুত্বপূর্ণ। কিন্তু এগুলো বাস্তবায়ন তখনই হতে পারে, যখন দেশে উচ্চশিক্ষার মূল সংকট দূর হবে। বিশ্ববিদ্যালয়ের মূল সংকট এখন সর্বগ্রাসী দলীয়করণ। যার প্রভাব পড়ছে শিক্ষক নিয়োগ কিংবা উপাচার্য নিয়োগে।

বিশ্ববিদ্যালয় থেকে দলীয়করণ দূর না হলে শিক্ষা মন্ত্রণালয়ের হাতে ক্ষমতা থাকা আর ইউজিসির হাতে ক্ষমতা থাকার মধ্যে কোনো তাৎপর্যপূর্ণ পার্থক্য নেই। এ ক্ষেত্রে রাজনীতিকদেরই সিদ্ধান্ত নিতে হবে। রাজনৈতিক সদিচ্ছা ছাড়া সংকট থেকে বিশ্ববিদ্যালয় যেমন বের হতে পারবে না তেমনি উচ্চশিক্ষার সংকটও কাটবে বলে মনে হয় না।
