The government's oxygen plants built at the cost of hundreds of crores of rupees have been stagnant for years, while government hospitals have to buy oxygen from two private companies every month. For 13 years, the medical oxygen supply of the country has practically gone to the conclusion of these two companies. প্রতিবেশী রাষ্ট্র ভারতের সাথে দ্বিপক্ষীয় সম্পর্ক নতুন করে গুছিয়ে নেওয়ার চেষ্টার মাঝেই ধাবমান অর্থনীতিকে চাঙ্গা করতে চীনের বড় বিনিয়োগ ও কৌশলগত অংশীদারিত্ব অর্জনে সচেষ্ট হয়েছে বাংলাদেশের নতুন সরকার। গত মাসে বাংলাদেশের প্রধানমন্ত্রী তারেক রহমান তার প্রথম বিদেশ সফরের অংশ হিসেবে মালয়েশিয়া ও চীন সফর সম্পন্ন করেছেন, যা ঢাকার বর্তমান পররাষ্ট্রনীতির নতুন দিকনির্দেশনা হিসেবে দেখা হচ্ছে।  রাজনৈতিক বিশ্লেষকদের মতে সদ্য নির্বাচিত দক্ষিণ এশিয়ার শীর্ষ নেতাদের জন্য ঐতিহ্যগতভাবে ভারত সফরই প্রথম পছন্দ হলেও প্রধানমন্ত্রী তারেক রহমানের চীনকে বেছে নেওয়া দিল্লির জন্য একটি প্রচ্ছন্ন বার্তা। বিশেষ করে ২০২৪ সালের আগস্ট মাসে একটি গণঅভ্যুত্থানের মাধ্যমে ক্ষমতাচ্যুত হওয়া সাবেক প্রধানমন্ত্রী শেখ হাসিনাকে আশ্রয় দেওয়ার পর থেকে ঢাকা ও দিল্লির সম্পর্কে যে শীতলতা তৈরি হয়েছিল, তা কাটাতে এই সফর বিশেষ গুরুত্ব বহন করে। বেইজিং সফরে মোংলা বন্দরের কাছে বিশেষ অর্থনৈতিক অঞ্চল গড়ে তোলার চুক্তি এবং তিস্তা নদী ব্যবস্থাপনায় চীনের কারিগরি সহযোগিতা ভারতের নীতিনির্ধারকদের কড়া নজরদারিতে রয়েছে।

ফেব্রুয়ারি মাসে সাধারণ নির্বাচনে বাংলাদেশ জাতীয়তাবাদী দল বা বিএনপির নিরঙ্কুশ জয়ের পর প্রধানমন্ত্রী তারেক রহমান দায়িত্ব গ্রহণ করলে দুই দেশের বরফ গলতে শুরু করে। ভারতের সাবেক পররাষ্ট্র সচিব শ্যাম শরণ বিবিসিকে জানিয়েছেন যে দুই দেশের মধ্যে সীমান্ত অর্থনৈতিক কর্মকাণ্ড ধীরে ধীরে স্বাভাবিক হচ্ছে এবং ভারত আবারও বাংলাদেশিদের জন্য পর্যটন ভিসা দেওয়া শুরু করেছে।

এর পাশাপাশি প্রায় ১৮ মাস বন্ধ থাকার পর কলকাতা-ঢাকা এবং ঢাকা-আগরতলা রুটে যাত্রীবাহী বাস চলাচল আংশিকভাবে পুনরায় চালু করা হয়েছে। চলতি বছরের শুরুতে মধ্যপ্রাচ্যের যুদ্ধের কারণে বৈশ্বিক জ্বালানি সংকটের সময় ভারত ফ্রেন্ডশিপ পাইপলাইনের মাধ্যমে বাংলাদেশে জরুরি জ্বালানি পাঠিয়েছিল এবং সম্প্রতি ঢাকায় নিযুক্ত নতুন ভারতীয় হাইকমিশনার দিনেশ ত্রিবেদিকে ক্যাবিনেট পদমর্যাদায় উন্নীত করে পাঠানো হয়েছে।

তবে এই সমস্ত ইতিবাচক ইঙ্গিতের বাইরেও দুই দেশের সম্পর্কে কিছু স্থায়ী অস্বস্তি রয়ে গেছে। বাংলাদেশে সাবেক প্রধানমন্ত্রী শেখ হাসিনাকে ভারতের অব্যাহত সমর্থনের কারণে একটি তীব্র ভারত-বিরোধী জনমত তৈরি হয়েছে। এর পাশাপাশি ভারতীয় সীমান্তরক্ষী বাহিনী বা বিএসএফ কর্তৃক অবৈধ অভিবাসী সন্দেহে বাংলাভাষী মুসলিমদের পুশ-ইন বা জোরপূর্বক বাংলাদেশে ঠেলে দেওয়ার চেষ্টা ঢাকায় ক্ষোভের জন্ম দিয়েছে। তাছাড়া ভারতের পশ্চিমবঙ্গ রাজ্যের সাম্প্রতিক বিধানসভা নির্বাচনে হিন্দুত্ববাদী বিজেপি জয়ী হওয়ার পর বাংলাদেশে এর রাজনৈতিক প্রভাব নিয়ে মিশ্র প্রতিক্রিয়া তৈরি হয়েছে, যা বাংলাদেশের নীতিনির্ধারণী প্রক্রিয়াকে প্রভাবিত করছে বলে মনে করেন সাবেক বাংলাদেশি কূটনীতিক হুমায়ুন কবির।

ভারতের জন্য সবচেয়ে সংবেদনশীল নিরাপত্তা ইস্যু হলো তিস্তা নদী প্রকল্পে চীনের যেকোনো ধরনের সম্পৃক্ততা। দুই দেশের মধ্যে দীর্ঘ বছর ধরে তিস্তার পানি বণ্টন চুক্তি ঝুলে থাকায় বেইজিং সফরে নদীটির ব্যবস্থাপনায় যৌথ কারিগরি সম্ভাব্যতা যাচাইয়ের বিষয়ে একমত হয়েছে ঢাকা ও বেইজিং। ভারতের শিলিগুড়ি করিডোর বা ‘চিকেনস নেক’-এর কাছাকাছি চীনের এই উপস্থিতি দিল্লির জন্য বড় উদ্বেগের কারণ। তবে বাংলাদেশি কর্মকর্তাদের মতে পূর্ববর্তী সরকারগুলো ভারতকে এই প্রকল্পে যোগ দেওয়ার আমন্ত্রণ জানালেও দিল্লি সিদ্ধান্ত নিতে দীর্ঘ সময়ক্ষেপণ করেছে, যেখানে চীনের এই ধরনের বড় প্রকল্প বাস্তবায়নের আর্থিক ও কারিগরি সক্ষমতা রয়েছে।

ভারতের এই সমস্ত কৌশলগত উদ্বেগ দূর করতে বেইজিংয়ের পক্ষ থেকেও স্পষ্ট বার্তা দেওয়া হয়েছে। চীনের পররাষ্ট্র মন্ত্রণালয়ের মুখপাত্র গুও জিয়া কুন বেইজিংয়ে এক সংবাদ সম্মেলনে জানিয়েছেন যে চীন-বাংলাদেশ দ্বিপক্ষীয় সহযোগিতা কোনো তৃতীয় পক্ষকে লক্ষ্য করে করা হয়নি এবং এটি যেকোনো তৃতীয় পক্ষের প্রভাব থেকে সম্পূর্ণ মুক্ত থাকা উচিত। উল্লেখ্য যে চীন ইতিমধ্যে বাংলাদেশের সবচেয়ে বড় সামরিক সরঞ্জাম সরবরাহকারী দেশ এবং ঢাকার কাছে বেইজিংয়ের পাওনা ঋণের পরিমাণ ৬ বিলিয়ন মার্কিন ডলারেরও বেশি। এবারের সফরে চীন, মিয়ানমার ও বাংলাদেশকে সংযুক্ত করে একটি বিশেষ অর্থনৈতিক করিডোর গড়ে তোলার প্রস্তাবও দিয়েছে বেইজিং।

ঢাকা ও দিল্লির মধ্যকার সম্পর্ক পুরোপুরি স্বাভাবিক করার ক্ষেত্রে সবচেয়ে বড় জটিলতা হলো দিল্লিতে অবস্থান করা শেখ হাসিনা, যাঁর প্রত্যর্পণ চাইছে ঢাকা। গত বছর বাংলাদেশের একটি বিশেষ ট্রাইব্যুনাল ছাত্র আন্দোলন দমনে মানবতাবিরোধী অপরাধের দায়ে হাসিনাকে তাঁর অনুপস্থিতিতে মৃত্যুদণ্ড প্রদান করে। ভারতের সাবেক পররাষ্ট্র সচিব শ্যাম শরণ মনে করেন যে শেখ হাসিনা দিল্লিতে থাকা পর্যন্ত প্রধানমন্ত্রী তারেক রহমানের জন্য রাজনৈতিকভাবে ভারত সফর করা কিছুটা কঠিন হতে পারে। তবে ভারতের উত্তর-পূর্বাঞ্চলীয় রাজ্যগুলোর অভ্যন্তরীণ নিরাপত্তা এবং বাংলাদেশের অর্থনৈতিক স্বার্থের কারণে দুই দেশই একে অপরকে উপেক্ষা করতে পারবে না, যা প্রধানমন্ত্রী তারেক রহমানের জন্য একটি জটিল ও সংবেদনশীল কূটনৈতিক ভারসাম্য রক্ষার পরীক্ষা হতে যাচ্ছে।
