আজ ভয়াল ১২ই নভেম্বর । ১৯৭০ সালের ১২ নভেম্বর বৃহস্পতিবার রাতে বরিশাল, পটুয়াখালী, নোয়াখালী, চট্টগ্রাম, বরগুনা ও ভোলাসহ দেশের বিস্তীর্ণ উপকূলীয় এলাকার ওপর দিয়ে বয়ে যায় সবচেয়ে ভয়ঙ্কর সামুদ্রিক জলোচ্ছ্বাস ও ঘূর্ণিঝড় গোর্কি। গোর্কির আঘাতে বিরাণ ভূমিতে পরিণত হয়েছিল বাংলাদেশের দক্ষিনাঞ্চল। দেড়শ’ মাইল বেগের গতিসম্পন্ন ঘূর্ণিঝড় ও ২০ থেকে ৩০ ফুট উঁচু জলোচ্ছ্বাসে গোটা উপকূলীয় এলাকা মৃতপুরীতে পরিণত হয়।ওই ঘূর্ণিঝড়ে প্রায় পাঁচ লাখ লোকের প্রাণহানি ঘটে। সবচেয়ে ক্ষতিগ্রস্ত এলাকা ছিল ভোলার তজুমদ্দিন উপজেলা। ওই সময়ে সেখানকার ১ লাখ ৬৭ হাজার মানুষের মধ্যে ৭৭ হাজার মানুষ প্রাণ হারায়। একটি এলাকার প্রায় ৪৬ শতাংশ প্রাণ হারানোর ঘটনা ছিল অত্যন্ত হৃদয় বিদারক। ৭০-এর ঘূর্ণিঝড়ে মনপুরা উপকূলে প্রায় ৭ হাজার মানুষ প্রাণ হারায়। এর মধ্যে হাজিরহাট ইউনিয়নের পাটোয়ারী পরিবারে ৫৫ জন স্বজন প্রাণ হারায়। এছাড়াও অধিকাংশ পরিবারে ৭-১০ জন স্বজনের প্রাণ যায়। তখন বেতার ও টেলিভিশনে আবহাওয়ার পূর্বাভাস শোনার আজকের মতো জোরদার ব্যবস্থা ছিল না। এমনকি ছিল না কোন আশ্রয়কেন্দ্র।নিরাপদ আশ্রয়ের ব্যবস্থা থাকলেও এত মানুষের প্রাণহানি হত না বলে মন করেন স্থানীয় বাসিন্দারা।

ঘরবাড়ি নিশ্চিহ্ন হয়ে যাওয়ায় বহু মানুষ খোলা আকাশের নিচে আশ্রয় নিতে বাধ্য হয়। সেদিন কাল রাতে প্রত্যক্ষদর্শীদের কাছ থেকে এমন করুণ দৃশ্যের বর্ণনাও শুনাযায় যে, মা নিজে বাঁচতে গিয়ে তার কোলের সন্তানকে ছেড়ে দিয়েছে সামুদ্রিক জোয়ারের স্রোতে। সন্তান ছেড়ে দিয়েছে তার বাবা-মাকে। স্বামী তার স্ত্রীকে। আশ্রয়কেন্দ্রের অভাবে মানুষ জীবন বাঁচিয়েছে গাছের ডালে চড়ে। দিনের পর দিন মানুষ কলার থোড় কিংবা গাছের পাতা খেয়ে জীবনধারণ করেছে। বিশেষ করে যোগাযোগ বিচ্ছিন্ন দূরবর্তী চরদ্বীপগুলোর বেঁচে থাকা প্রতিটি মানুষ দিন কাটিয়েছে অনাহারে। এমনকি নদী-পুকুরের পানিও তারা খেতে পারেনি। কারণ সর্বত্র ছিল শুধু মানুষ আর গবাদি পশুর লাশ আর লাশ। এছাড়া ঘূর্ণিঝড় পরবর্তী দীর্ঘ ১৫-২০ দিনেও কোথাও পৌঁছেনি কোন ধরনের ত্রাণ। ফলে বেঁচে থাকা মানুষগুলো সময় কাটিয়েছে এক নিদারুণ যন্ত্রণায়। যদিও আজকের প্রেক্ষাপটে বিষয়টি অনেকটা অবাস্তব মনে হতে পারে। বিশেষ করে বর্তমান প্রজন্মের কাছে গোটা বিষয়টি অবিশ্বাস্য মনে হবে।

সে সময় আজকের মতো প্রযুক্তি এতটা উন্নত ছিল না। এছাড়া অবকাঠামোগত যোগাযোগ ব্যবস্থাও ভেঙ্গে পড়েছিল। যে কারণে প্রলয়ঙ্করী এ ঘূর্ণিঝড়ের পুরো খবর ঢাকায় পৌঁছতে সময় লাগে প্রায় এক সপ্তাহ। সামুদ্রিক জলোচ্ছ্বাসে বহু মানুষ সাগরে ভেসে গিয়েছিল। এরপরও যারা বেঁচে গিয়েছিল তারাও বৈরী প্রকৃতিকে মোকাবেলায় এসব মানুষ জীবিত অবস্থায় দিনের পর দিন সাগরে ভেসে বেড়িয়েছে। বানের পানিতে ভেসে যাওয়া ঘরবাড়ির কাঠ কিংবা মৃত গবাদিপশুর পিঠের ওপর চড়ে মানুষ তীরে ফেরার জন্য আকাশ পানে তাকিয়ে সময় কাটিয়েছে। প্রায় ৪ যুগ পরেও সেই দুঃসহ স্মৃতি নিয়ে অরক্ষিত চরে এখনো বাস করছে লাখো মানুষ। প্রাকৃতিক দূর্যেগে এসব চরের বাসিন্দাদের ঠাঁই নেয়ার জন্য এখনো গড়ে ওঠেনি পর্যাপ্ত বেড়িবাধ, ঘুর্ণিঝড় আশ্রয় কেন্দ্র।

মোঃ ছাদেক আহমেদ‘র অভিজ্ঞতা থেকে জানা যায়, ১৯৭০-এর ১২ নভেম্বর উপকূলীয় অঞ্চলে ভয়াল ঘূর্ণিঝড় এবং জলোচ্ছ্বাসে ১০ লক্ষাধিক লোক মৃত্যুবরণ করেছিল। অনেক পরিবার নিশ্চিহ্ন হয়ে গিয়েছিল। অনেক পরিবার তাদের আত্মীয়স্বজন, মা-বাবা, ভাই-বোন হারিয়ে নিঃস্ব হয়েছিল। প্রতি বছর আমাদের জাতীয় জীবনে যখন ১২ নভেম্বর ফিরে আসে, তখন বেদনাবিদুর সেই দিনটির কথা স্মৃতির পাতায় গভীরভাবে ভেসে ওঠে।

সেদিনের স্মৃতির কথা তুলে ধরে তজুমদ্দিনের প্রত্যক্ষদর্শী মোঃ বেলায়ত হোসেন (৭২) বলছিলেন, ‘আগের দিন সন্ধ্যায় গুড়ি গুড়ি বৃষ্টির মাঝে হঠাৎ কালো মেঘের সৃষ্টি। মাইক ও রেডিওতে প্রচার হয়েছে ১০ নম্বর বিপদ সংকেত। রাতেই ৮-১০ ফুট উচ্চতার জলোচ্ছ্বাসে ভাসিয়ে নেয় বাড়িঘরের প্রয়োজনীয় মালামালসহ জমিতে উৎপাদিত ধানগুলো। মধ্যরাতে হঠাৎ মুহূর্তের মধ্যে ঘূর্ণিঝড় আক্রমণ করলে মারা যায় আমার বাবা মা ও মামাতো ভাই। ওই সময়ে ধ্বংসস্তুপের মাঝে বেঁচে থাকা খুব কঠিন ছিলো’। তজুমদ্দিনের আরো একজন আবদুল করিম (৭৭) বলেন, ১২ নভেম্বর এলেই আমার মায়ের কথা মনে পড়ে যায়। স্রোত এবং ঝড়ের তাণ্ডব থেকে আমাকে বাঁচাতে গিয়ে জোয়ারের পানিতে ভেসে গেলেন আর পাইনি মাকে। সেই বন্যায় আমি আমার পরিবারের মা-বাবা, বোনসহ ১৮ জনকে হারিয়েছি। তিনি আরো বলেন ‘৭০ এর ঘূর্ণিঝড়টির প্রভাবে ফেনী নদী ও ভূলুয়া নদী থেকে আসা পানি ও ঘূর্ণিঝড়ে মরে যাওয়া বহু মানুষ ভেসে ভেসে চলে গেছেন, তাদের কবর দেওয়া কোনভাবেই সম্ভব হয়নি।
