Public entry prohibited within 200 yards of SSC center

মঙ্গলবার (১৩সেপ্টেম্বর) সকাল থেকে ২য় দিনের মত এ কর্মবিরতি চলেছে। সোমবার (১২সেপ্টেম্বর) সকাল থেকে এ কর্মবিরতি শুরু হয়।
এতে পিআইও অফিসে উপজেলার বিভিন্ন এলাকা থেকে সেবা নিতে আসা সেবাগ্রহীতারা ভোগান্তির শিকার হচ্ছেন। সরেজমিনে গিয়ে দেখা গেছে, মঙ্গলবার সকাল ৯টার দিকে উপজেলা প্রকল্প বাস্তবায়ন কর্মকর্তার অফিসের কর্মকর্তা-কর্মচারীরা কাজ বন্ধ রেখে কর্মবিরতি পালন করছেন। এ সময় উপজেলার বিভিন্ন ইউনিয়ন থেকে পিআইও অফিসে আসা লোকজন সেবা না পেয়ে ফিরে যাচ্ছেন। রামগঞ্জ উপজেলা প্রকল্প বাস্তবায়ন কর্মকর্তা দিলীপ দে বলেন, প্রায় এক যুগ আগে দুর্যোগ ব্যবস্থাপনা আইন ২০১২ কার্যকর হয়েছে।
অথচ এর আওতায় কমরত জেলা ত্রাণ ও পুনর্বাসন কর্মকর্তা (ডিআরআরও) এবং উপজেলা প্রকল্প বাস্তবায়ন কর্মকর্তাদের (পিআইও) জনবলকাঠামো ও নিয়োগবিধি এখনো অনুমোদন হয়নি। পদ দুটির উন্নীতকরণ প্রস্তাব ও পড়ে আছে মন্ত্রণালয়ে। ফলে ডিআরআরও-পিআইওরা কাজ্ঞিত আর্থিক সুবিধা পাচ্ছেন না। প্রকল্প বাস্তবায়ন কর্মকর্তা আরও বলেন, বন্যা, জলোচ্ছ্বাস, ঘূর্ণিঝড়, ভূমিকম্পসহ দেশের যেকোনো প্রাকৃতিক দুর্যোগে সাধারণ মানুষের জানমালের নিরাপত্তা ও ক্ষয়ক্ষতি লাঘবে এবং মানবিক সহায়তা ত্রাণ বিতরণে যারা দিনরাত আক্রান্ত পরিশ্রম করেন তাঁরা হচ্ছেন দুর্যোগ ব্যবস্থাপনা অধিদপ্তরের কর্মকর্তা ও কর্মচারীরা।
তাঁরা বাংলাদেশকে সারা বিশ্বে প্রাকৃতিক দুর্যোগ মোকাবিলায় রোল মডেল হিসেবে প্রতিষ্ঠিত করেছে। কিন্তু দুঃখের বিষয় ২০২২ সালেও বঙ্গবন্ধুর হাতে গড়া দুর্যোগ ব্যবস্থাপনা ও ত্রাণ মন্ত্রণালয়ের কর্মকর্তা ও কর্মচারীরা অবহেলিত এবং বঞ্চিত। আর তাই দূর্যো ব্যবস্থাপনা অধিদপ্তরের কার্যক্রম সুষ্ঠুভাবে টিকিয়ে রাখার স্বার্থে বৃহস্পতিবার (১৫ সেপ্টেম্বর) পর্যন্ত অর্ধ দিবসকর্ম বিরতি চলবে। দিলীপ দে আরো বলেন, আমাদের ৫টি যৌক্তিকদাবি নিয়ে অধিদপ্তরের কর্মকর্তা- কর্মচারী কল্যান পরিষদ গত ৮/১০ বছর ধরে সুশৃংখলভাবে আন্দোলন করে আসছে। তবে চলমান এই কর্মসূচীর যৌক্তিক দাবিগুলো যদি আদায় না হয় তাহলে পরবর্তিতে আরও কঠোর কর্মসূচীর ডাক দেওয়া হবে।
