উপজেলার কাঞ্চনপুর ইউনিয়নের পূর্ব শেখপুরা শেখের বাড়িতে বীর নিবাস নির্মাণে এমন অনিয়ম করেছেন ঠিকাদার। এমন ঘটনা ভুক্তভোগী বীর মুক্তিযোদ্ধা জয়নাল আবেদীন এর স্ত্রী আনোয়ারা বেগম রামগঞ্জ উপজেলা নির্বাহী কর্মকর্তার কাছে একটি লিখিত অভিযোগ দায়ের করেছেন। ১২সেপ্টেম্বর সোমবার বিকালে সরেজমিনে গেলে দেখা য়ায়, ভবনটির নির্মান কাজ বন্ধ রয়েছে। ৬ ইঞ্চি ভিম ঢালাইয়ের কথা থাকলেও ৪ ইঞ্চি ঢালাই দিয়েই সিংশ্লিষ্ট ঠিকাদারের নির্দেশে ইট ঘেঁতেছেন শ্রমিকরা। জানা গেছে, মজিব শতবর্ষ উপলক্ষ্যে সারাদেশে অসচ্ছল বীর মুক্তিযোদ্ধাদের ঘর নির্মান করে দেয়ার উদ্যোগ নেয় সরকার। যার নামকরণ করা হয় ‘বীর নিবাস’। রামগঞ্জ উপজেলায় প্রথমধাপে ৬৯ টি ঘর বরাদ্দ দেওয়া হয়। এতে প্রতিটি ঘরে নির্মানে বরাদ্দ দেওয়া হয়েছে ১৪ লাখ ১০ হাজার ৩৮২ টাকা। এর মধ্যে কাঞ্চনপুর ইউনিয়নে ৯ ঘরের বরাদ্দ দেওয়া হয়েছে। ৯ টি ঘরের মোট ব্যায় ধরা হয়েছে ১ কোটি ২৬ লাখ ৯৩ হাজার ৪শত আটত্রিশ টাকা। উপজেলার কয়েকজন বীর মুক্তিযোদ্ধা অভিযোগ করে বলেন , মুক্তিযোদ্ধাদের দেওয়া প্রধানমন্ত্রীর উপহার ‘বীর নিবাস’ ঘর নির্মাণ করা হচ্ছে নিম্নমানের নির্মান সামগ্রী দিয়ে। এতে বরাদ্দকৃত ঘর পেয়েও দুশ্চিন্তায় রয়েছেন তারা। ভুক্তভুগী বীর মুক্তিযোদ্ধার সন্তান মোঃ কামাল হোসেন বলেন, ঠিকাদার ব্যবসায়ী আবু ছিদ্দিক মুন্না নিজের ইচ্ছা মত কাজের মধ্যে অনিয়ম করে যাচ্ছে। রড সিমেন্টের পরিমান কম দিয়ে বালির পরিমান বেশি দিচ্ছে। অধিকাংশ নিন্মমানের ইট ব্যবহার করছে। কারো কোনে কথাই শুনছেন না তিনি।

ঠিকাদার ব্যবসায়ী ডি এন এন্টারপ্রাইজ এর স্বত্বাধিকার, মোঃ আবু সিদ্দিক মুন্না জানান, সংশ্লিষ্ট ইঞ্জিনিয়ারের সাথে সমন্ময় ও যোগাযোগ রেখেই কাজ চালিয়ে যাচ্ছেন তিনি। উপজেলা প্রকল্প বাস্তবায়ন কর্মকর্তা দীলিপ দে বলেন, লিংটন ঢালাইয়ে কিছু অনিয়ম হয়েছে, সেগুলো ভেঙে পূনরায় নির্মান করে দিবে ঠিকাদার।

এই বিষয়ে উপজেলা নির্বাহী অফিসার উম্নে হাবীবা মীরা বলেন, বীর নিবাস নির্মানে অনিয়মের একটি অভিযোগ পেয়েছি। যেখানে সমস্যা হয়েছে সেখানেই রিকভারি দেওয়ার জন্য ঠিকাদার ব্যবসায়ীকে বলেছি। পুনরায় এমন কোনো অভিযোগ পেলে ঠিকাদারী প্রতিষ্ঠানের বিরুদ্ধে আইনগত ব্যবস্থা গ্রহন করা হবে।
